Code Enforcement Services

The City of Santa Monica invites proposals from qualified USA organizations to provide professional on-call code enforcement services to augment the Code Enforcement Division's staff. The buyer requires qualified personnel to perform onsite code enforcement inspections, maintain files and databases, and prepare detailed inspection reports, statistical data, and correspondence. The selected firm will enforce the Santa Monica Municipal Code regarding Building and Safety, Property Maintenance, Nuisances, Regulatory, and Zoning. Bidders must submit questions by October 9, 2026, and submit final proposals digitally via email or online by October 28, 2026, at 3:00 pm. Bidders must provide a project work plan, key personnel resumes, references, CACEO or equivalent certifications, PC 832 certifications, and a fee proposal outlining hourly rates. The buyer will evaluate proposals based on criteria set forth in the RFP to award the contract to the best-qualified firm, which may not necessarily be the lowest-cost proposal. Successful proposers must obtain a City of Santa Monica business license and possess the required insurance.
