The City of Groton seeks professional consulting services to update its Harbor Management Plan under Bid Proposal# 9-28-2026. The buyer requires an existing conditions inventory, facilities inventory, navigation analysis, environmental resources assessment, implementation strategy, draft management plan, and finalized management plan. The scope focuses on protecting navigation, balancing uses, improving public access, protecting environmental resources, and strengthening implementation strategies.
