Out-of-School Youth Service

EmployIndy seeks one or more qualified providers to deliver Workforce Innovation and Opportunity Act (WIOA)-compliant Out-of-School Youth (OSY) services in Marion County, Indiana. The selected provider will lead WIOA eligibility determination, enrollment, objective assessment, Individual Service Strategy development, WIOA case management, service coordination, follow-up services, and data entry in Indiana Career Connect. The buyer requires selected providers to deliver or coordinate access to all fourteen WIOA Youth Program Elements alongside YES Indy network providers. Eligible applicants include onshore USA organizations with demonstrated experience serving OSY and young adults facing employment barriers. Bidders must submit proposals through EmployIndy's Contract Questions page using provided fillable PDF templates by October 16, 2026, at 11:59 p.m. The deadline to submit questions is October 6, 2026, at 5:00 p.m. Proposals will be evaluated based on responsiveness, completeness, alignment with WIOA OSY requirements, organizational experience, service delivery design, and budget, totaling up to 100 maximum points. The maximum anticipated budget award is $375,000, and the contract term will be eighteen months.
