Master Architectural, Engineering, Planning, Strategic Planning and Related Professional Services

The Neshoba County Board of Supervisors seeks qualified firms to execute a Master Professional Services Agreement for architectural, engineering, planning, strategic planning, and construction-related services across various county projects. The scope covers facility programming, engineering infrastructure, site development, feasibility studies, bid assistance, construction administration, land surveying, and specialty services. Projects funded by federal grant funds are excluded. Eligible USA-only vendors must hold required Mississippi professional licenses, disclose conflicts of interest, and perform work onsite. Interested parties must submit one original paper copy or one electronic PDF copy under 50 pages total by October 15, 2026, at 12:00 PM Central Time. Bidders submit electronic files online or deliver paper packages to the Board of Supervisors in Philadelphia, Mississippi. Bidders must direct all questions in writing to the County Administrator. The buyer evaluates qualifications using a 100-point scale: licensure, experience, and expertise (25%); relevant experience (25%); past performance (20%); and local/regional experience (5%). The contract term runs through December 31, 2027. Bidders must not include fee proposals with their initial submissions, as compensation will be negotiated post-selection.
