Professional Environmental and Design Services

The buyer requires a vendor to provide professional environmental and design services for a traffic signal upgrades project located in Downey, CA. The requested scope includes project management, field analysis, planning, conceptual design, environmental studies, environmental document preparation, 60% and 100% design plans, technical specifications, cost estimates, final PS&E, bid documents, right-of-way certification, authorization-to-proceed (e-76) construction packages, traffic signal timing sheets, and construction support services. Only onshore US organizations are eligible to bid, and the vendor must perform the work onsite. Bidders must submit all questions no later than October 9, 2026.
