Municipal Advisor Consulting Services

The County of Ocean requests qualifications from vendors to provide municipal advisor consulting services for a one-year contract term. The buyer needs a vendor to assist staff with debt issuance, credit rating management, financing and re-financing opportunities, cash flow modeling, financial impact analyses, capital expenditure budgets, and proposed budget matters. Eligible vendors must be onshore USA organizations with at least two years of experience serving New Jersey public entities that have an annual operating budget over $400,000,000.00 and an active debt insurance program. Vendors must submit proposals electronically, as manual submissions cause automatic rejection. The buyer evaluates applicants partly on the thoroughness and completeness of their submittal, which counts for 15% of the total evaluation. Additionally, the buyer prefers vendors that are Registered Investment Advisors. Contractors must maintain required insurance limits and submit a New Jersey Business Registration Certificate prior to contract award.
