Bond Counsel and Special Legal Services

The County of Ocean requests qualifications for a one-year contract for bond counsel and special legal services in Toms River, NJ. The requested scope includes preparing, reviewing, and coordinating authorization documents, drafting enabling legislation, reviewing legal issues, assisting with governmental approvals, presenting legal information to rating agencies, drafting offering sections, preparing notices of sale, and conducting post-issuance monitoring. Performance of the work will be offsite. Only onshore USA organizations may apply. Eligible vendors must possess a minimum of two years of experience advising New Jersey public entities on public finance matters and must employ an attorney extremely familiar with Section 103 of the Federal Tax Code. Bidders must submit proposals electronically; submitting manually or providing hard copies will cause rejection. Thoroughness and completeness of the applicant’s submittal accounts for 15% of the evaluation.
