Planning Board Attorney Service

The Borough of Kenilworth seeks a 2027 Planning Board Attorney to represent and advise the Planning Board/Board of Adjustment in all legal matters, including attending meetings, conducting hearings, and preparing legal instruments. The selected attorney will advise the Board on the Municipal Land Use Law, the Open Public Meetings Act, conflicts, and procedure. Only USA organizations are eligible to bid, and the work will be performed offsite. Bidders must enclose sealed qualifications in a package labeled "2027 Planning Board Attorney RFQ" and submit them to the Office of the Qualified Purchasing Agent in Kenilworth, NJ, by Thursday, October 22, 2026, at 11:00 a.m. prevailing time. Submissions must include a complete schedule of proposed compensation detailing hourly rates, retainers, or flat fees, alongside a fee proposal, three references, an affirmative action compliance notice, and a current IRS Form W-9. Bidders must also comply with New Jersey EEO/Affirmative Action laws and obtain a New Jersey Business Registration Certificate prior to the contract award. The Borough evaluates responsive submissions using established criteria, including cost considerations, demonstrated experience with New Jersey governmental entities, and position-specific experience serving New Jersey planning and zoning boards. The governing body will publicly award any professional services contract by resolution.
