Waste Tires Collection, Transportation, Recycling, and Disposal Services

Kitsap County requires a qualified vendor to collect, transport, recycle, and dispose of waste tires. Services cover waste tires located on public and private properties needing cleanup assistance, as well as tires collected at the Randy W. Casteel Public Works Annex in Port Orchard, WA. Only onshore, USA organizations are eligible to bid, and vendors must hold a Waste Tire Carrier license. Bidders must submit one electronic copy on a flash/thumb drive and one paper copy to the Kitsap County Purchasing Office by October 21, 2026, at 2:00 P.M. Postmarked, facsimile, or emailed offers will not be considered. Written questions are due by October 7, 2026, at 12:00 P.M. The County evaluates proposals worth 100 total points based on service costs (40 points), operational approach (20 points), recent relevant experience (20 points), environmental compliance (10 points), and reference checks (10 points). The contract term runs for one year, with an estimated start date of January 1, 2027. Bidders must submit proposals with firm pricing for the entire contract period.
