Labor and Personnel Counsel Services

The County of Union requires legal counsel services for labor and personnel matters. The selected vendor must review and advise on county personnel policies, compliance with relevant laws, and collective bargaining agreements. Duties also include representing the county before review boards, prosecuting internal disciplinary matters, and serving as a hearing officer. Eligibility is limited to USA organizations, and the work will be performed offsite. Bidders must submit one original paper hard copy and one PDF electronic copy on a thumb drive in a sealed envelope to the Office of the County Counsel in Elizabeth, NJ. Submissions are due by October 22, 2026, at 11:30 A.M. Inquiries must be sent in writing to Carolyn Sullivan Kropp, Esq., by fax, email, or mail no later than three business days before the opening, or by October 19, 2026. The contract term runs from January 1, 2027, through December 31, 2027.
