Chief Administrative Officer Recruitment Service

Beaver County seeks an executive search consultant to recruit a Chief Administrative Officer. The scope includes preparing and placing advertisements, conducting direct outreach, screening candidates, short-listing applicants, preparing interview questions, scheduling and evaluating interviews with Council, and conducting reference checks including criminal references. Only Canadian organizations are eligible to bid, and the work will be performed offsite. Bidders must submit proposals digitally via email or online to the designated contact before October 30, 2026, at 4:30:00 pm. Proposals must be signed by an authorized representative, remain valid for 45 days, and contain a covering letter alongside a main proposal of at most 13 pages. Bidders must include a lump sum consulting fee with expenses outlined separately, proof of past executive search experience, municipal references, and proof of at least $2,000,000 in Professional Liability Insurance. County Council will evaluate all properly completed proposals submitted in accordance with the request for proposal.
