Redevelopment Counsel Services

The Housing Authority of the City of Elizabeth in Elizabeth, NJ requires a USA-based organization to provide offsite redevelopment counsel services on an as-needed basis for one or more projects. The selected counsel must represent the authority's interests in redevelopment activities consistent with local redevelopment and housing law, including planning, design, and construction. The scope of work includes attending land use board, zoning, planning, council, commissioner, and project meetings, as well as making public presentations. The attorney will review redevelopment plans, reports, and related documents for legal compliance, while preparing and negotiating contracts, redeveloper agreements, PILOTs, lease agreements, ordinances, and project financing. Only onshore USA organizations are eligible to bid, and the buyer is soliciting proposals to establish the budget. Bidders must submit all questions no later than October 19, 2026.
