Planning Board Attorney Services

The County of Union requires qualified attorneys or law firms to provide legal services for the County Planning Board and other specialized legal services. Counsel must engage in all litigation aspects, attend board meetings on short notice, respond promptly for consultations, issue monthly itemized invoices, and furnish correspondence, legal briefs, opinions, resolutions, reports, and development agreements in a timely manner. The work is offsite, and onshore USA organizations are eligible to bid. Bidders must submit one original paper hard copy and one PDF electronic copy on a thumb drive in a sealed envelope to Carolyn Sullivan Kropp, Esq., at the County Counsel office in Elizabeth, NJ. Proposals are due by October 22, 2026, at 11:30 A.M., and written inquiries must be submitted by email, fax, or letter no later than October 19, 2026, or three business days before the proposal opening. The tentative contract term runs from January 1, 2027, through December 31, 2027. The budget is open for proposal submission, and the buyer will evaluate proposals according to the criteria detailed in the solicitation document.
