Gregory-Portland ISD requires comprehensive, research-based leadership coaching and professional development services to strengthen leadership capacity, reflective practice, and overall effectiveness for district and campus leaders in Portland, Texas. The scope encompasses foundational and advanced leadership coaching, interactive practice-based learning, participant materials, and professional learning delivered through in-person, virtual, or blended formats. Facilitators must possess demonstrated expertise in educational leadership coaching. Bidders must provide an itemized cost proposal detailing unit pricing by participant, cohort, or session, alongside any associated materials or optional service fees. Only onshore US organizations are eligible to bid, and the work requires onsite performance. Bidders must mail or deliver complete proposal documents to Gregory-Portland ISD, Attention: Chris Casarez, 1200 Broadway Blvd., Portland, TX 78374, by 2:00 PM on Thursday, October 15, 2026. Late submissions will be returned unopened. The buyer evaluates proposals using a 100-point scale: Cost Effectiveness (50 points), Suitability (20 points), Bidder Experience and Qualifications (15 points), and Implementation Support (15 points). The buyer will award a contract for a one-year term, with options for two additional one-year renewals.
