Communications and Public Relations Support Services

The Madison Metropolitan Sewerage District seeks proposals from qualified onshore U.S. firms and independent contractors to provide communications and public relations support services. The required scope includes communications and crisis planning, proactive local and regional media relations, leadership reputation management, campaign assistance, non-executive event planning, and on-call services. Work must be performed on-site. Proposers must submit written questions to [email protected] no later than October 15, 2026. Applicants must submit proposals by email to [email protected] by 4:00 p.m. CST on November 2, 2026, with "Public Relations MSA" in the subject line. Submissions must include hourly estimates for tasks, subcontractor costs and hours, at least two references, and fit within a 15-page limit excluding specified materials. The District intends to enter into a three-year Master Services Agreement, though source terms also reference a one-year contract period. Selected contractors must satisfy specific insurance requirements, including general, auto, professional, and cyber liability coverages. All submitted proposal contents will become public records under Wisconsin law.
