Description
AI GeneratedThe U.S. Army Corps of Engineers, Rock Island District, needs rapid-response debris management services under FEMA Mission Assignments for Region 7 South Atlantic Division. The scope requires mobilizing labor, heavy equipment, subcontractors, and assets within 24 hours of notification to perform debris reduction, removal, and disposal during natural or man-made disasters. This action is a notice of intent to execute a sole-source bilateral contract modification with Ashbritt, Inc., to extend the ordering period past November 9, 2026, and increase contract capacity under contract W912EK22D0002. The agency is not requesting competitive proposals. However, interested firms believing they can meet the emergency requirement without causing unacceptable mission delays may submit a written capability statement. Capability submissions must clearly demonstrate verifiable experience managing concurrent, multi-stream disaster debris operations and the ability to deploy within 24 hours under severely degraded infrastructure conditions. The buyer will use submitted capability statements solely to decide whether to conduct a competitive procurement. The agency expects to award full and open competitive successor contracts in 2027.
