This Special Notice provides interested parties with information regarding the availability of the draft Request for Proposal (dRFP), review requirements, the tentative acquisition schedule, and the upcoming Industry Day and Site Visit. This notice is for planning purposes only and does not constitute an invitation for bids, request for proposals, or quotes, nor does it indicate that the Government will contract for the items described herein. The 30th Contracting Squadron (30 CONS/PKD) at Vandenberg Space Force Base (VSFB), CA, is requesting industry feedback on the dRFP for the Facility Readiness and Maintenance Execution (FRAME) contract. FRAME is the follow-on acquisition to the current Launch Operations Support Contract (LOSC) (Contract #FA4610-23-D-0001, currently performed by Call Henry, Inc.). FRAME follow-on acquisition is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this effort is 561210 Facilities Support Services (small business size standard is $47M). Description of Services, Background, and Objective: FRAME is a non-personal services contract that provides maintenance, repair, modification, and modernization for?over 130?facilities, property, and equipment (P&E)?supporting?the nation’s space mission, defense, and test activities at VSFB and its associated geographically-separated locations. A key change under this follow-on acquisition is that the South Vandenberg Power Plant (SVPP) is no longer a requirement and will not be carried over from the legacy LOSC to the new FRAME contract. The primary objective of the FRAME contract is to ensure Real Property Installed Equipment (RPIE) and facilities are maintained and operationally ready for a variety of ballistic missile, space, guided weapon, and aircraft test and evaluation missions in support of Space Launch Delta 30 (SLD 30), 30th Civil Engineer Squadron (30 CES), 4th Launch Squadron (4 LS), 2nd Range Operations Squadron (2 ROPS), Missile Defense Agency (MDA), U.
