Description

AI Generated

The U.S. Army Corps of Engineers, Rock Island District, intends to execute a sole-source, bilateral contract modification with Ashbritt, Inc. to extend the ordering period beyond November 9, 2026, and increase the contract capacity for contract W912EK22D0001. The buyer needs continuous, rapid-response debris management services for FEMA Mission Assignments across Region 2 (Mississippi Valley Division) to prevent operational gaps pending competitive follow-on awards anticipated in 2027. The scope requires deploying personnel, heavy equipment, management assets, and subcontractors to perform multi-stream disaster debris reduction and disposal within 24 hours of notification, even under severely degraded infrastructure conditions. This notice is not a request for competitive proposals. However, interested firms that believe they can meet the emergency requirements without causing unacceptable delays may submit a written capability statement. Submissions must clearly demonstrate the verifiable capacity to mobilize within 24 hours and possess experience managing concurrent, multi-stream disaster debris operations under large-scale FEMA assignments. The Government will evaluate received information solely to determine whether to conduct a competitive procurement. All travel costs and administrative needs must be included in the contractor's performance under the firm-fixed-price terms.
