Professional Engineering Services

The City of Moab requires professional engineering services from qualified firms licensed in Utah for the planning, design, construction, and implementation of infrastructure improvements across transportation, culinary water, wastewater, and stormwater facilities. The City intends to select up to four consultants to perform on-call support, project management, and specialized engineering tasks over a five-year contract term starting upon award. Proposers must be US-based onshore organizations licensed in Utah, and work will be performed onsite. Applicants must submit complete proposals of 14 pages or fewer via Bonfire by 2:00 p.m. MST on October 28, 2026. Submission packages require firm experience, key personnel resumes, an organizational chart, project management approaches, past performance references for at least three projects, a fee schedule, and proof of professional liability insurance. Questions must be submitted by October 9, 2026, or October 16, 2026, as noted across solicitation materials. An evaluation committee will score responsive technical proposals out of 100 total points, allocating 40 points specifically to experience and references. The City will conduct informal interviews, rank the most meritorious proposers, and negotiate contracts sequentially based on fair and reasonable fee proposals.
