Unlawful Detainer Services

The Oakland Housing Authority needs a vendor to provide comprehensive unlawful detainer legal services on an as-needed basis in Oakland, CA. The requested scope includes reviewing Notices to Quit, preparing unlawful detainer pleadings, filing and serving summonses and complaints, filing writs, offering weekly email updates, attending Board meetings, and producing monthly case reports for both non-payment of rent and complex unlawful detainer cases. Eligible applicants are USA-based onshore organizations. Applicants must submit proposals using specified formats and include required forms such as the Proposed Cost Form, Profile and Certification/Qualifications Form, Section 3 Requirement and Action Plan, Contract Acknowledgment Form, Form HUD-5369-C, and proof of required insurance coverage. Questions must be submitted through the Housing Agency Marketplace eProcurement site by October 12, 2026, at 2:00 PM PST. Proposals must be submitted digitally via email or online by November 2, 2026, at 10:00 AM PST. Evaluators will assess proposals based on demonstrated experience, past performance, proposed cost, and required submissions.
