Consulting Service for Water Cost of Service Study

The City of Livermore, California requires a qualified consulting firm to perform a water cost of service study. The selected vendor must comprehensively review the City's water enterprise funds, historical and projected finances, usage, reserve policies, billing procedures, budgets, Water Master Plan, and capital improvement plans to deliver a cost-of-service study, rate structure analysis, financial planning model, public outreach support, and Proposition 218 assistance. Only onshore USA organizations are eligible to bid, and the vendor will perform the work offsite. Interested applicants must submit all questions no later than October 21, 2026.
