Comprehensive Compensation and Classification Study Services

The City of York, South Carolina seeks a qualified consulting firm with public-sector experience to perform a comprehensive Compensation and Classification Study. The selected vendor must assess current job classifications, job descriptions, compensation practices, and salary structures offsite, applying a consistent job-evaluation methodology to recommend a sustainable market position, position reclassifications, and administrative updates. Only USA organizations are eligible, including local, faith-based, minority-owned, and female-owned firms. Applicants must submit questions by October 29, 2026. Sealed proposals—consisting of three technical copies capped at 10 single-sided pages and one separately sealed cost proposal containing a total not-to-exceed fee—are due by 2:00 PM on November 5, 2026. Proposals must remain valid for at least 90 days, and final contract terms, scope, and fees will be negotiated with the selected proposer.
