Emergency Temporary Housing Service

The City of Phoenix requires a vendor to provide offsite emergency temporary housing services through safe and affordable short-term and long-term rental units. The selected vendor must execute rental agreements with individuals or families that explicitly state the terms and conditions for the expiration and termination of housing assistance. Only USA-based organizations are eligible to apply, and key personnel must possess at least three years of property management experience within the last five years. Interested vendors may attend a non-mandatory pre-bid meeting on October 14, 2026, and must submit all questions by October 16, 2026. Applicants must submit proposals digitally via email or online by October 30, 2026, at 2:00 pm. Evaluation will focus on qualifications, experience, and pricing.
