Employee and Family Assistance Service

The City of Saint John is seeking an Employee and Family Assistance Service Provider to deliver services to employees and their families. The requested scope includes various counseling delivery options, such as a toll-free number, face-to-face sessions, and online e-chat, covering areas like individual and family therapy, addiction, psychological counseling, and senior home care planning. Canadian organizations are eligible to submit bids for offsite work performance. Proposals must be for the entire scope of work, including a completed Pricing Form in Canadian funds and a Reference Form. All questions must be submitted no later than October 14, 2026. Bids must be submitted by Tuesday, October 27, 2026, at 4:00 p.m. local time. Proposals will undergo a two-stage evaluation process consisting of Stage I mandatory requirements verification and Stage II rated criteria scoring totaling 100 points. The Stage II criteria evaluate the format and completeness of the proposal, qualifications and experience of the firm, and counselor requirements and credentials. The selected proponent will enter contract negotiations, though the City provides no guarantee regarding the volume or exclusivity of work.
