Special Education Counsel Services

The Texas School for the Deaf (TSD) seeks special education counsel services from a qualified law firm to perform offsite work. The selected contractor must advise on special education matters and represent TSD in employee- or student-related proceedings, including Section 504 cases and hearings before special education hearing officers or courts. Additional duties include evaluating claims, advising on litigation strategies, and preparing or responding to notices, pleadings, motions, and briefs. To be eligible, respondents must be US organizations categorized as law firms with expertise in special education and at least three separate contracts within the field. Eligible firms must complete and submit Exhibit A (Execution of Proposal), Exhibit B (Price Sheet), Exhibit C (Company Profile), Exhibit D (Key Personnel), Exhibit E (Past Projects with References), and Exhibit F (Response Submission Checklist). Proposals are due by October 13, 2026, at 3:00 PM CST to TSD's Purchasing Department in Austin, TX, with an anticipated commencement date of November 1, 2026. TSD will evaluate complete submissions using a 100-point scale based on Qualifications and Experience (80%) and Compensation and Fees (20%).
