Scope of work
- Develop, update, or adapt SOPs and TORs for provincial and district PHEOC structures aligned with national documents
- Design and facilitate simulation exercises and drills to test sub-national PHEOC structures and clarify roles
- Conduct after-action reviews as time allows following simulation exercises
- Coordinate EpiC outbreak response support across POE, IPC, RCCE, Surveillance, and Laboratory technical areas
- Track new and ongoing requests for outbreak response support received by health authorities
- Participate in key national and sub-national outbreak response meetings and PHEM technical working groups
- Conduct partner mapping of support for outbreak response and PHEM in Mozambique and log coordination opportunities
- Compile a final technical report summarizing activities completed, lessons learned, and recommendations
Minimum qualifications
- Master's degree in public health, epidemiology, emergency/disaster management, or related discipline; or Bachelor's with equivalent experience
- At least 7–10 years of progressively responsible experience in public health emergency management, outbreak response, or incident management
- Demonstrated experience applying Incident Management System (IMS) principles and structures in a public health emergency context
- Experience strengthening Public Health Emergency Operations Centres (PHEOC) or equivalent emergency management structures
- Experience supporting analysis of and response to surveillance triggers and outbreak data to inform decision-making
- Direct experience supporting or coordinating response to outbreaks of priority pathogens in a technical assistance or advisory capacity
- Demonstrated ability to coordinate across multiple workstreams, partner organizations, and consultants
- Familiarity with the 7-1-7 framework (or comparable timeliness targets) for outbreak detection, notification, and response
