Trust Personnel Policies Consultant Services

The Alaska Mental Health Trust Authority, through the Department of Revenue, is issuing an Informal Request for Proposals (IRFP 27-075M) for trust personnel policies consultant services. The selected contractor must assess the Trust's existing personnel policies, conduct a comparative analysis of policies from comparable state corporations, evaluate relevant federal and Alaska employment laws, draft updated personnel policies aligned with modern HR standards, and participate in stakeholder review meetings. The work must be performed offsite at the contractor's office premises. Eligibility is limited to onshore USA organizations. Proposals will be evaluated based on contract cost (40%), experience and qualifications (35%), and the offeror's understanding of the expected deliverables. The lowest-cost proposal receives the maximum available cost points, with preferences applied as applicable under state regulations.
