Tax Appeal Appraiser Service

The City of Passaic, New Jersey is soliciting requests for proposals for a Tax Appeal Appraiser to perform services from January 1, 2027, through December 31, 2027. The selected vendor must handle tax appeal litigation, appear in Tax Court, oversee individual tax assessments, inspect sites, prepare preliminary and USPAP-compliant narrative appraisal reports, and attend conferences. Work will be performed offsite in the USA. Eligible bidders must be New Jersey Licensed Appraisers possessing an MAI designation from the Appraisal Institute, with significant municipal assessment experience and at least ten years of experience testifying before tax boards and courts. Candidates must be registered with the State of New Jersey Division of Revenue for a Business Registration Certificate at contract award and comply with state wage, insurance, and certification regulations. Proposals must be submitted on company letterhead in a sealed envelope to Doris Dudek, Director of Purchasing, by Thursday, October 22, 2026, at 10:30 A.M. Submissions must include proposed hourly costs, pricing structures, any scope deviations, and completed certification forms. The city will select the highest-scored proposer based on cost criteria (32%), management criteria (29%), past experience and performance (27%), and technical criteria (12%).
