COBRA Administration, Retiree Billing and Flexible Spending Account (FSA) Administration Service

The Township of Wayne, New Jersey seeks a vendor to provide comprehensive administrative services for COBRA, healthcare and dependent care Flexible Spending Accounts (FSA), and direct billing for retirees. Scope includes COBRA notice generation and tracking, premium administration and retiree billing collection, delinquency monitoring, customer service, regulatory support, eligibility file processing, transition support, and offsite work performance. Only United States onshore organizations are eligible to bid. Proposals must include firm qualifications, project experience of similar size and scope, resumes of assigned key personnel, and a fee proposal. Proposers must also submit proof of required State of New Jersey licensure, an executed W-9 Form, and a State of New Jersey Business Registration Certificate prior to contract award. Vendors must submit proposals electronically through the Township’s OpenGov e-Procurement Portal by 11:00 am prevailing time on October 29, 2026. The Township evaluates proposals based on experience with similar projects, key personnel qualifications, and the fee proposal to determine overall value or award to the vendor offering the response most advantageous to the Township.
