Special Counsel Service for Workplace Investigative Services

The City of Camden needs qualified USA vendors to provide special counsel services for neutral, objective workplace investigations. The selected contractor must conduct investigations, establish evidence records, inform participants of procedures and confidentiality, orally report findings to the Supervising Attorney, submit written investigation reports upon request, and assist or testify in legal proceedings. Applicants must possess at least five years of direct workplace investigation experience, have an office in New Jersey, be willing to travel to Camden, and provide proof of qualifications and attorney licensing. Submissions must be uploaded electronically through the Bids&Tenders portal by October 27, 2026, at 11:00 AM, with questions due by October 16, 2026, at 9:00 AM. Required submission components include a cost proposal, statement of ownership disclosure, non-collusion affidavit, and proof of qualifications. Proposed attorney hourly rates must fall within the range of $150 to $250 per hour. The City reserves the right to extend the contract award timeframe up to 120 days.
