Bike Study Policy Services

The City of Santa Clara, California, requires a vendor to provide bike study policy services to establish a transparent, consistent, and predictable decision-making framework for future bicycle projects. The selected consultant must review city policies and existing plans, build upon previously approved methodologies, conduct online community surveys, and create outreach content, including dedicated project phone and email channels. Only onshore USA entities are eligible to perform this onsite work. Proposals must be submitted digitally via email or online, and the contract term will span two years. All questions regarding the opportunity must be submitted no later than October 19, 2026.
