Affordable Housing Attorney Services

The Township of Berkeley Heights is requesting proposals from qualified individuals and firms to provide offsite affordable housing attorney services. Scope of work includes COAH litigation, administrative and personnel matters, transactional matters of a substantial nature, appeals, and legal services outside the municipal attorney's scope. Qualified applicants must be onshore USA entities possessing at least 15 years of experience representing public entities as a municipal or real public entity attorney, extreme experience in personnel matters and appeals, and familiarity with NJSA 40/40A and local government structures. Applicants must submit an original and one signed copy of the proposal to Angela Lazzari, Township Clerk, by 10:00 A.M. on October 30, 2026. Submissions must include the RFQ Checklist, Proposer Signature Page, notarized Non-Collusion Affidavit, notarized Affidavit of No Conflict of Interest, notarized Affidavit of Contribution Statement, and the Disclosure of Investment Activities in Iran Form. Proposals will be evaluated based on the relevance and extent of qualifications, experience, reputation, and training of personnel; availability of resources; and reasonableness of the cost proposal. The contract term runs from January 1, 2027, through December 31, 2027.
