Affordable Housing Planner Services

The Township of Berkeley Heights is requesting technical proposals from qualified individuals and onshore USA organizations to provide offsite affordable housing and redevelopment planner services. The required scope includes professional planning and technical administrative consulting, Master Plan and Land Use Ordinance revisions, construction inspections for board applications, attendance at regular or special meetings, preparation of special planning reports and redevelopment studies, and professional advisory services for Township leadership. Applicants must demonstrate at least ten years of experience as a Certified Planner, possess a valid New Jersey State license for the account lead, and show thorough familiarity with N.J.S.A. 40 and 40A. Proposers must submit an original and one signed copy of the proposal to Angela Lazzari, Township Clerk, by 10:00 A.M. on October 30, 2026. Submissions must include assigned staff qualifications, references from the past five years, an Affirmative Action Statement, a Non-Collusion Affidavit, an Owner Disclosure Statement, an Affidavit of No Conflict of Interest, an Affidavit of Contribution Statement, a Proposer Signature Page, a Disclosure of Investment Activities in Iran Form, and New Jersey business registration documentation. Proposals will be evaluated on the relevance and extent of qualifications, experience, reputation, and training; availability of personnel and resources; and cost proposal reasonableness. The contract period runs from January 1, 2027, through December 31, 2027.
