Professional Environmental Consulting Services

The City of Houston seeks qualifications from experienced firms to provide professional environmental consulting services according to the National Environmental Policy Act and Clean Water Act for joint federally funded projects. Requested services include data collection and analysis, GIS mapping, Phase I and II Environmental Site Assessments, historical and archaeological cultural resources assessments, asbestos and lead field surveys, socio-economic analysis, project scheduling, risk analysis, liability assessment, and mitigation and monitoring. Performance of the work will be offsite at the vendor's office premises, with participation in required meetings. USA organizations are eligible to bid, and the project includes participation goals of 7.00% Women Business Enterprise and 12.00% Small Business Enterprise. Interested vendors must submit pre-submission questions by October 27, 2026, at 4:00 PM CT, following a pre-submission conference on October 22, 2026. The final solicitation due date is November 5, 2026, at 4:00 PM CT. Submissions must follow a specified ten-tab structure covering company information, key personnel expertise, project approach, schedule, QA/QC plans, required forms, and financial stability. An evaluation committee will assess technical competence to form a shortlist of responsible respondents for further evaluation and potential presentation meetings.
