Human Capital Management and Payroll Software and Implementation Services

Valley Communications Center requires a human capital management and payroll software solution alongside implementation services. The requested scope encompasses human resources, position and compensation, recruiting, benefits administration, performance management, scheduling and interface with Schedule Express, timekeeping, payroll, self-service, and training management. Onshore United States organizations are eligible to bid, and the work will be performed offsite. Vendors must submit proposals electronically via email to Lindsey Arsanto by October 30, 2026, at 5:00 PM Pacific Time. Pre-submittal questions were due via email by October 9, 2026, at 5:00 PM Pacific Time. Applicants must include the Key Requirements & Pricing Estimates Form (Exhibit A) as a separate document in MS Word format. Valley Communications Center will evaluate proposals based on project approach, ability to meet functionality and technical requirements, customer experience, and pricing based on a five-year total cost of ownership. The buyer intends to award the agreement in March 2027 to the vendor providing the best overall value.
