Special Conflict Attorney Services

The Township of Berkeley Heights needs qualified individuals or firms to provide special conflict attorney services on an as-needed basis. The requested scope includes legal guidance, litigation, administrative proceedings, personnel matters, real property transactions, and compliance. The contract term runs from January 1, 2027, through December 31, 2027. Eligible US-based proposers must demonstrate a minimum of ten years of experience, expertise in federal and state litigation, and valid New Jersey licensing. Proposers must submit an original and one signed copy of the proposal to Angela Lazzari, Township Clerk, by 10:00 A.M. on October 30, 2026. Submissions must include technical details, references, cost proposals, a signature page, non-collusion affidavit, affidavit of no conflict of interest, affidavit of contribution statement, and disclosure of investment activities in Iran. The evaluation committee awards contracts based on the relevance and extent of vendor qualifications, experience, reputation, training, resource availability, and the reasonableness of the cost proposal.
