Professional Engineering and Planning Services

The Surry County Board of Supervisors requires professional engineering and planning services to establish multiple on-call contracts for projects managed by its Department of Planning & Community Development. The requested scope includes water and wastewater engineering, land use planning, public buildings and facilities engineering, architectural services, civil engineering, surveying, GIS mapping, hydraulic modeling, construction administration, grant assistance, and miscellaneous engineering. Only onshore, USA-based professional engineering firms are eligible to submit proposals for these on-call contracts. Applicants must submit their proposals digitally via email or online, and include a Proposal Submission and Non-Collusion Certification form as well as a Statement of Disclaimer / Contractor Eligibility Certification. The buyer intends to award multiple contracts for a one-year term, with work assigned through individual task orders. Total task order fees within a contract term cannot exceed $10 million, and individual project fees cannot exceed specified limits. Proposals are evaluated based on specialized expertise, demonstrated experience with similar projects, and past performance.
