Bond Counsel Services

The Township of Berkeley Heights, New Jersey is requesting proposals from qualified onshore U.S. individuals and firms to provide specialized bond counsel services on an as-needed basis. The requested scope includes preparing and reviewing bond ordinances, reviewing official statements for debt issuances, attending bid openings, assisting with rating agency relationships, providing legal and financial advice, issuing legal opinions on bond and note sales, and attending meetings. Applicants must possess a minimum of ten years of experience as bond counsel. The contract period runs for one year, from January 1, 2027, through December 31, 2027. Applicants must submit an original and one signed copy of the complete proposal to Township Clerk Angela Lazzari by 10:00 A.M. on October 30, 2026. The technical proposal must contain personnel qualifications, a list of services provided in the past five years, an Affirmative Action Statement, a Non-Collusion Affidavit, an Owner Disclosure Statement, an Affidavit of No Conflict of Interest, an Affidavit of Contribution Statement, and a Disclosure of Investment Activities in Iran Form. The evaluation committee will assess proposals based on the relevance and extent of qualifications, personnel availability, experience, reputation, training, and cost reasonableness.
