Reed Market Bridge Legal Services

The City of Bend, Oregon requests proposals from qualified law firms to serve as special counsel and provide condemnation-related legal services for the Reed Market Bridge Project. The selected vendor must support the City Attorney's Office by offering legal advice on right-of-way acquisition and pre-condemnation activities, as well as preparing and prosecuting condemnation actions under federal and Oregon state laws. Only United States organizations are eligible to bid, and the performance of work will be offsite. Proposals must be submitted digitally via email or online by November 10, 2026, at 3:00 p.m. Pacific Time. The evaluation process includes a responsiveness check, a technical evaluation, a cost evaluation, and optional interviews. Criteria are scored across Project Understanding and Approach (15 points); Project Team, Experience, and Quality of Service (35 points); Cost Proposal (25 points); and Interviews, if held (25 points). Proposal documents must not exceed ten pages.
