The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division and Geophysical Fluid Dynamics Laboratory (GFDL) seek sources capable of delivering High-Performance Computing (HPC) software development and technical services. The scope requires scientific software engineering, IT system administration and operations, cybersecurity, and administrative and facilities management services organized under a unified, single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This effort excludes procuring IT equipment or software directly, though contract personnel may help define acquisition requirements. Eligible vendors must deliver a cross-functional workforce, including a Lead Project Manager holding a Project Management Professional certification prior to contract award. Proposals will be evaluated on the realistic capacity, labor mix, and cost-efficiency of the cross-functional team delivered per sprint CLIN, while evaluating FAR 52.217-8 six-month option pricing by halving the final year's total. Contractor staff must complete mandatory training within thirty days of onboarding, with all training costs borne by the contractor. Personnel assigned to specific facilities roles must be physically capable of safely lifting up to 50 pounds unassisted.
