Language Proficiency Testing Service

The buyer needs a vendor to provide computer-based and online language proficiency testing services across a wide variety of languages. The scope includes assessing languages taught in agency World Language programs—such as Spanish, French, Chinese, Arabic, Japanese, German, Italian, ASL, and Latin—alongside diverse home languages spoken by agency students, including Haitian Creole, Vietnamese, Somali, Cantonese, Cape Verdean Creole, Portuguese, and Pashto. These assessments must deliver an equitable, consistent measurement of student proficiency to support the Massachusetts State Seal of Biliteracy, World Language credit conferral, and placement in World Language and dual language courses. Only onshore USA organizations are eligible to bid, and the work will be performed offsite. Prospective applicants must submit all questions no later than October 16, 2026.
