Leadership Development Program Services

The Illinois Department of Children and Family Services (DCFS) seeks a qualified vendor to design, develop, and deliver a comprehensive leadership development and organizational culture transformation program for a one-year contract term. The selected vendor must provide a consulting resource and all necessary personnel, materials, resources, facilitation, and project management to strengthen leadership capacity, improve employee engagement, and support sustainable leadership practices. Scope requirements include curriculum development, offsite training, sustainability planning, and follow-up support addressing communication, coaching, accountability, change management, conflict management, and psychological safety. Eligibility is limited to onshore U.S. organizations. Applicants must digitally submit their proposals via email or online before the bid opening date on October 20, 2026, at 2:00 PM.
