Inmate Commissary Account system

Warren County requires an inmate commissary account system for the Warren County Correctional Facility. The scope includes off-site commissary, cashless accounting of all inmate monies, expenses, and purchases, general ledger capabilities, integrated hardware such as kiosk bank stations and inmate ordering stations, network software that integrates with the facility's inmate management software, and support services. Only USA-based organizations qualified or licensed to do business in New York State are eligible to bid. Bidders must have established contractual relationships with at least five New York State county correctional facilities and submit a list of references. The contract period runs from January 1, 2027, through December 31, 2029. Bidders must submit written questions by October 28, 2026. Sealed proposals—including an original and three copies on unstapled 8.5" x 11" paper, required certifications, price lists, and the completed submission checklist—must be delivered to the Warren County Purchasing Department by 3:00 pm on November 10, 2026. The contract may be awarded to the vendor proposing the highest commission rate that meets all specifications, while also evaluating deposit fees, additional offered features, delivery schedules, references, and item pricing.
