RFI for Shelter Facility Services

Clackamas County seeks information through Request for Information (RFI) #2026-81 to identify potential shelter-ready properties or sites suitable for village-style, congregate, or non-congregate shelters. The shelter facility must be located within the county's Urban Growth Boundary and provide safe overnight sleeping, on-site restrooms and showers, food access, staff oversight, and connections to housing services. The County may use responses to inform criteria for a potential future Notice of Funding Opportunity (NOFO) and grant agreement award. Only United States organizations are eligible to submit responses. Respondents must submit quotes electronically through Equity Hub's Bid Locker no later than November 13, 2026, at 2:00 PM PST; email submissions will not be accepted. Submissions must not exceed 20 pages, use an 8.5" x 11" format with at least an 11-point font, and exclude web links or unrequested materials.
