The Housing Authority of Baltimore City (HABC) requires a vendor to review, transfer, and rebuild its internal MY.HABC.ORG website into a Microsoft 365 SharePoint environment. The scope includes migrating website content, building department landing pages, reproducing forms and document repositories, integrating a project submission system with a project database, maintaining a living operations manual, and providing web hosting maintenance. Eligibility is limited to onshore United States organizations, with a preference for Greater Baltimore area local companies available for occasional in-person meetings. The contract term is for one year, and offsite performance of the work is permitted. Responders must submit proposals digitally via email or online by 2:00 p.m. Eastern Daylight Time on October 27, 2026. Proposals are evaluated based on team credentials, methodology and technical approach (25 points), past performance with three references (25 points), and a detailed fee proposal (25 points). HABC requires a not-to-exceed fee structure with separate profit and overhead costs, and technical evaluation factors carry more weight than price.
