Evacuation Assessment, Plan, and Re-Entry Support Function Annexes Development Service

The City of Riverside is seeking a qualified entity or individual to develop an evacuation assessment and evacuation plan, and update its evacuation and re-entry emergency support function annexes. The scope requires analyzing local hazards and infrastructure vulnerabilities, creating localized plans for six city areas, developing strategies for vulnerable populations, and conducting risk assessments and scenario-based modeling for events like wildfires, floods, hazardous material releases, and earthquakes. Eligible proposers must be onshore USA organizations with at least three minimum years of experience under the same legally registered business name and no bankruptcy filings within the past five years. Prospective vendors must attend a mandatory pre-proposal meeting on October 22, 2026, at 11:00 AM PST. Proposals and costs must be submitted digitally via the PlanetBids Vendor Portal by November 10, 2026, before 2:00 PM PST. Questions must be submitted through PlanetBids before 2:00 PM PST on October 28, 2026. Non-responsive proposals that fail to meet minimum requirements, rules, content standards, or references will be rejected, and submitted proposals must remain firm for 120 days.
