Employee Assistance Service

The Warren County Board of County Commissioners seeks an external Employee Assistance Program (EAP) for approximately 550 county employees for 2027 under project WC2679FO. The selected vendor must provide offsite EAP services to the government authority in Belvidere, NJ, including 24-hour telephone access, short-term counseling, assessment interviews, referral processes, orientation meetings for employees and supervisors, and informational materials. Eligible applicants are onshore USA organizations. Applicants must submit one original and three copies of their proposal in a sealed envelope to the Warren County Purchasing Director in Belvidere, NJ, by 1:30 p.m. on Friday, November 13, 2026. Submissions require completed forms including a Non-Collusion Affidavit, Stockholder Disclosure Certification, Affirmative Action exhibits, New Jersey Business Registration, Liability Insurance Certificate, and Certification of Non-Involvement in Prohibited Activities in Russia or Belarus. The Director of the Warren County Personnel Department or a designee will evaluate proposals based on technical merit, price, experience and reputation, knowledge of Warren County, and other factors serving the county's best interest.
