Purpose: The U.S. Coast Guard (USCG) is issuing this Request for Information (RFI) for market-research purposes to identify capable sources; available commercial solutions; current industry practices; potential acquisition approaches; and relevant technical, schedule, lifecycle-support, and cost information for the design, engineering, fabrication, delivery, installation, integration, testing, certification/validation, and commissioning of a Joint Maritime Training Facility (JMTF) live-fire maritime/urban training system. Site Visit Location: Participants are requested to assemble at The Marine Corps Base Camp Lejeune Provost Marshal’s Office is located in Building 58 on Virginia Dare Drive, Camp Lejeune, North Carolina. Date: November 10, 2026 The contemplated requirement is for a complete and operational live-fire training system at the USCG Special Missions Training Center (SMTC), Courthouse Bay, Marine Corps Base Camp Lejeune, North Carolina. The facility must support realistic, modular, multi-level tactical training, including maritime interdiction, close-quarters combat, vertical access, breaching, and related joint-service mission sets. The system must integrate ballistic containment with maritime and urban training features and be suitable for repeated use in an outdoor coastal environment. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220. Disclaimer: There is no solicitation at this time. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned. After reviewing RFI responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website or distributed to contract holders if a strategically-sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor the Contract Opportunities website. Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The anticipated contractor would provide all labor, supervision, project management, engineering, materials, equipment, transportation, installation, testing, documentation, commissioning, and training necessary to deliver a complete live-fire maritime/urban training facility. The anticipated effort includes: Complete facility design and engineering, including ballistic, structural, civil, architectural, mechanical, electrical, fire/life-safety, safety, and training-system interfaces. Preparation of a Design Basis Report; design packages; calculations; submittals; shop and fabrication drawings; installation plans; final as-built drawings; and operations and maintenance (O&M) manuals. Fabrication, delivery, installation, integration, testing, ballistic certification or validation, commissioning, and Government acceptance support. A ballistic wall and containment system rated and validated for the Government-approved firing geometry, engagement distances, and training conditions, with a planning threat basis of 6.8 mm XM1188E1 ammunition, with an additional 12-inch layer of sacrificial ballistic rubber blocks or an appropriate bullet-trap target system. Projectile-management and ricochet-mitigation surfacing; reconfigurable ballistic panels; and portable bullet traps. A multi-level training system incorporating urban, maritime, and lower-deck training areas; configurable rooms and corridors; ship-type doors and hatches; ladders; grated decks; confined passageways; vertical-access/rappelling features; observation catwalks; and instructor viewing platforms. Foundations, slabs, structural framing, site preparation, drainage, lighting, electrical distribution, ventilation/air exchange, weather protection, fire detection/alarm components, emergency egress, and other systems required for the approved design. Corrosion resistance and weather protection appropriate for a coastal Camp Lejeune environment. Operator/instructor training, maintenance training, recommended spare-parts lists, inspection checklists, maintenance schedules, and lifecycle-support recommendations. Project management, recurring coordination meetings, progress reporting, integrated scheduling, and coordination with Camp Lejeune access, safety, security, delivery, and range-operation requirements. The anticipated period of performance will not exceed 300 calendar days from date of award or Notice to Proceed. The primary place of performance will be Marine Corps Base Camp Lejeune, North Carolina; design and fabrication may occur at contractor facilities. The Government’s planning material includes differing conceptual dimensions—an approximately 50-foot by 120-foot live-fire footprint and an approximately 140-foot by 70-foot overall concept footprint with a tower-deck elevation of approximately 30 feet. Respondents should identify their recommended dimensions, elevations, clearances, and facility configuration, along with the assumptions supporting their recommendation. Request: If your organization has experience designing, manufacturing, installing, certifying/validating, and sustaining live-fire ballistic training facilities, modular shoot houses, maritime training systems, tactical training towers, or comparable integrated training systems, please provide the following information: Organization name Address Website Point of contact name Point of contact email address Point of contact telephone number Socioeconomic status Unique Entity Identifier Government-furnished information and resources. Identify the information, site data, access, utilities, training requirements, firing geometry, threat data, acceptance criteria, or other Government-furnished resources your organization would typically require to develop a firm technical and price proposal. Available contract vehicles. Identify any existing Government-wide acquisition contracts, General Services Administration schedules, multiple-award contracts, indefinite-delivery vehicles, or other strategically sourced contracts through which the USCG may order this type of requirement. Include the contract number, administering agency, contract scope, ordering limitations, and agency point-of-contact information. Relevant capability and past-performance summary. Describe organizational experience with comparable live-fire facilities, ballistic containment systems, tactical training systems, maritime or urban training features, multi-level towers, range safety systems, and coastal-environment construction. Include a brief description of up to three relevant projects, the customer type, work performed, completion date, and whether the effort involved live-fire certification or validation. Technical concept response. Provide a conceptual site and facility layout, narrative, or other appropriate documentation demonstrating how the proposed approach would satisfy the following requirements: Three occupied training levels and a tower deck or comparable upper-level training feature. Integrated urban, maritime, lower-deck, engine-room, and tower training areas, as applicable. Ballistic containment suitable for the stated planning threat and approved firing geometry. Reconfigurable rooms, corridors, walls, doors, windows, and ballistic panels. Ship-style doors/hatches, knee-knocker thresholds, ship ladders/stairs, grated decks/platforms, and confined passageways. Live-fire-capable vertical-access and rappelling features with engineered anchor points. Instructor observation catwalks or viewing platforms that preserve ballistic safety and emergency egress. Projectile-management and ricochet-mitigation features, including recommended portable bullet-trap quantity, rating, mobility method, maintenance requirements, and operational limitations. Corrosion resistance, weather protection, drainage, ventilation, lighting, fire/life-safety, emergency egress, and utility concepts appropriate for the coastal installation environment. Recommended design and validation approach. Describe the proposed design basis, ballistic-system design methodology, quality-control procedures, and recommended method for demonstrating that the installed system meets the approved threat, firing geometry, engagement distances, and training conditions. Identify any test evidence, engineering documentation, or third-party certification/validation that would be provided. Preliminary schedule and installation approach. Provide a notional schedule addressing design, Government review/approval periods, long-lead procurement, fabrication, shipping, site preparation, foundations, installation, testing, training, certification/validation, and final acceptance. Identify principal schedule risks and measures to support completion within the anticipated 300-calendar-day period of performance. Rough-order-of-magnitude (ROM) cost information.
