Cloud-Based Employee Lifecycle Management System

The City of Pocatello seeks proposals for a cloud-based Employee Lifecycle Management system to handle payroll processing, time and attendance, applicant tracking, personnel records, position history, and employee self-service. The system requires a minimum of SOC 2 compliance, offsite work performance, mandatory integration with Employee Navigator, and the ability to import time data from the City's existing systems. Financial management, asset management, and benefits administration are explicitly excluded from this procurement scope. Only onshore, USA organizations are eligible to bid. Proposals must be submitted digitally via email or online, or received by the Pocatello City Clerk, by 2:30 pm on November 05, 2026. The City will evaluate proposals using a point system to award an annual contract.
