Government Relations and Advocacy Services

The City of Red Deer seeks a Canadian vendor to provide government relations and advocacy services for a one-year contract term. The selected vendor will deliver strategic government relations advice, develop advocacy strategies, identify provincial and federal funding opportunities, and prepare council and executive representatives for advocacy engagements. Only onshore Canadian organizations with a Bidding System Vendor Account registered as a Plan Taker are eligible to bid. Proponents must submit proposals online via the Bidding System by November 10, 2026, at 4:00:59 P.M. Alberta Time, and all questions must be submitted through the system by November 4, 2026. The evaluation process includes a mandatory compliance check, followed by rated criteria scoring based on Government Relations Experience, Expertise, and Relationships (30%), Advisory Experience (25%), Price (10%), and other rated categories totaling 100 points, with optional presentations or interviews for top-scoring proponents. Price proposals should outline an estimated monthly retainer based on approximately 40 hours per month alongside additional hourly rates.
